Wastewater and Groundwater (WPDES)
Cardinal Environmental has the capability to provide you with pre-treatment compliance programs, and WPDES permit compliance programs. Our experienced staff can assist you with permit enforcement sampling and monitoring for your groundwater, wastewater, storm water runoff, and sewer discharge flow. Cardinal Environmental's laboratory is certified in wastewater treatment plant sludge analysis, and silt and sludge analysis.
Managing and protecting our groundwater resources is challenging. Groundwater is not only an environmental issue, but a health and economic concern as well. Because it is a vital resource to the state, there is a variety of local, state, and federal agencies with responsibilities related to groundwater.
Groundwater is vulnerable and if it is not carefully monitored, managed, and protected it has the potential to be depleted or degraded. While much has been done to protect our groundwater supply, we increasingly face the question of how to improve groundwater quality. Widespread land-use activities have resulted in elevated concentrations of contaminants such as nitrate and pesticides throughout the state.
Cleaning up groundwater after it is contaminated has proven difficult and expensive; therefore it is beneficial to prevent groundwater from becoming contaminated in the first place.
Government regulations protect public health and the waters of the state by regulating onsite wastewater treatment and recycling systems.
Cardinal Environmental will do special soil and site evaluations and consultation services to assist local municipalities, industries, and homeowners. We work closely with county regulators who issue sanitary permits and conduct construction inspections.

Cardinal Environmental will sample and monitor permitted discharges to assure permit-holders are complying with the terms and conditions of their permits. This "compliance assurance process" takes several forms and includes:
- ›› Compliance maintenance - working with and assisting facilities to remain compliant.
- ›› Compliance assessment - conducting inspections of facilities and on-site assessments, reviews of discharge monitoring reports and other reports for compliance, follow-up on self-reported violations.
Disposal of raw wastewater and sludge creates the potential for pesticides and heavy metal contamination. These contaminants can be introduced into the soil with negative consequences not only for the food chain, but also for drinking water. Ultimately human health is at risk. As a consequence, contamination levels in urban and industrial wastewater need to be controlled, as do levels in soil and sludge from treatment plants.
